* Use /run/catmaster.pid instead /var/run/catmaster.pid according to

* debian/control:
+ Add missing dependency: init.d script requires lsb-base.
+ Update Standards-Version to 4.5.0.
* Add debian/watch.
* Add systemd service.
* Update debhelper up to 13.
* Change format of debian/copyright to DEP5.
