Have you seen this message during the build of some package? Could you
share the package name?

I followed Anthony's suggestion and tried a couple of packages, for
instance: mpc and apt-file, but none of them caused the behavior you
describe. Not after switching to debhelper 13, not even after adding
--fail-missing to an override of dh_missing.

Perhaps I'm doing something wrong, but knowing what packages cause this
could help me narrow the search (or my errors) down.
