Dice, giustamente: 

/etc/rc.local is the place to add the scripts for startup. 

Poi il sito parte con il problema specifico, che ha a che fare con
IPtables vs firewall, e non mi riguarda piu'. Vado a vedere se c'e' un
comando linux x spedire gli SMS da riga di comando, tipo i vecchi AT
dei modem.

AI mi suggerisce: 

mmcli -m 0--messaging-create-sms="number='<mio_telefono>',text='corrente
ripristinata'" --send

NB il comando mmcli non e' garantito che ci sia, Oppure: 

echo -e "AT+CMGF=1\r\nAT+CMGS=\"+39mionumero\"\r\nCorrente
ripristinata\x1A" /dev/ttyUSB2 

Questo supponendo che il radiomodem integrato nel router  sia
raggiungibile come un /dev/tty
