I also saw an article in my Daily Mail this morning

I was so seized with jealousy that I accidentally crumpled the paper
and my butler had to iron it again.
1 terabyte hard drive, 4GB of RAM. Why has nobody thought of expanding
the Spectrum in this way?

If by "expanding" you mean tearing out the guts, cutting extra holes in 
the case, and cramming a new motherboard inside...

It's not a commode, it's just an emulator sitting in a commode case isn't
it? A normal PC?

Or is the thing just a beige box with a commodore logo on it?
I've not been interested enough to actually look

Yes, it's a basically ordinary PC in an unusual box.  IIRC it ships with
a software C64 emulator as an application (presumably one can easily get
hold of such things anyway though).
