Actually, the listed games all seem to be rather popular ones, so I'd  
assume that the site doesn't have enough data yet to make accurate  
correlations, and just tends to recommend the games that almost everybody  
likes.

The test is to look at any other game and see if SQIJ is recommended...

I guess not, the site should be recommending highly-rated games.  But,
at the same time, they should still be the same broad genre.  Chuckie
Egg I sort of get, but Chase HQ?!

Nope.

It is attempting to find users who have similar voting patterns to yours 
and then telling you what they like. "Genres" may be an emergent 
behaviour of this algorithm, but it's not built-in.

In theory, possibly. In practice, there's not enough data to get useful 
predictions out :-(
