Getting spammers and trolls kicked off the internet is basically 
impossible otherwise spam wouldn't exist. He'll just keep creating more 
accounts or buying hacked ones or whatever he's doing.

The best thing to do is to just ignore it and don't feed the troll. A 
filter that matches any of a handful of particular angry all-caps 
Italian words and discards it ought to be fairly reliable given that 
this idiot goes on and on like a scratched record.
