How can I set my desktop to 'focus follows mouse' on raspbian?

While I'm at it there seem to be very few 'settings' apps in the basic
menu, is there an easy way to get settings for more things (more like
I'm used to in xubuntu)?

Edit the file ~/.config/openbox/lxde-pi-rc.xml and look for the line:
<followMouse>no</followMouse>
and change it to:
<followMouse>yes</followMouse>
