Yeah, that's the waterfall model, which was very popular in the late
1950s and 1960s: start with requirements, move to design, then
implementation, verification, and end up with maintenance.

By the time Fred Brooks wrote "The Mythical Man Month" in 1975,
everyone who was actually doing programming knew it didn't work, but
we've been arguing ever since about what programming models actually
do work.
