Laptop, iMacs and the Mini are fixed config machines with just RAM that can be changed in some models. Expansion can be with Thunderbolt and USB dongles. Adding a physical PCI-e bus and support for graphics cards and drives on th PCI-e would likely require a CPU/SoC built to support thhis physical interface. The MacPro 2013 doesn't have a visible PCIe bus, but it has an internal one supported by XEON CPUs and used for the built-in GPUs. (as per system information). IF Apple builds a new Mac Pro, it remains to be seen what sort of expansion it will have and what support for the hardware might be needed by the SoC just for that one low volume model. Technically, Apple could build a disk array that supports SATA or M.2 disks and have it interconnect vis thunderbolt. But performance might not be "mac pro" levels. So it really all depends on what Apple decides, and since it hasn't been announced, you cannot make any claims on what/if a Mac Pro would be like.

It is financially worth developping those features? We'll get some idea of what types of interfaces Apple will support in whatever Macs are released this year. And we may get hints of where Apple is going and whether a Mac pro would be made. But as of right now, there is no credible evidence that Apple will create an Axx version just for the Mac Pro. It is more likely to see a high powered Mac Mini with larger enclosure for cooling, and supporting thunderbold/USB and the fancy expensice Mac Pro displays. This allows Apple to sell a machine with separate displays, without having to develop a XEON class chip for that low volume machine.

Apple statyed to have its own GPUs in the Axx chips some time ago. Whether already done or not, by the time Macs come out, the GPU will not only be inside the same chip as the CPU, but will be tightly integrated with DMA to RAM. So totally different way for CPU and GPU to talk to each other with much tighter integration than ever seen before. So with the Axx chips with the tight inegration of GPU with CPU, it isn't clear that Apple will want to still support external GPUs in a Mac Pro.

The point of the Mac Pro was to have fancy GPUs to which video editors can offload work. Same with 3d renderings etc. Apple emphasized the integration via RAM of its GPU to CPU in the same chip as a way to give Metal huge performance boost. Apple managed to get AMD to support Metal on the graphic cards used by Apple. But with laptops and iMacs no longer using AMD, will Apple manage to get AMD to support Metal on their graphics cards used only on a low volume Mac Pro? Will Apple want to support graphic cards not directly connected to RAM on the new Macs or is that a concept it wants to move away from? Apple now calls OpenGL "legacy" yet, it is now the only common denomonator between Windows (which like NVIDIA,s CUDA) and Macs (which likes Metal). > then what the fuck are you bleating about HDMI support? I did not "bleat" about HDMI. This is an output of the graphics card, not the CPU so a no brainer. And Apple's GPU already supports it on the AppleTV, so it is a non issue. This is in comparison with Thunderbolt or PCI-e which are not supported by existing chips so work needs to be done to support those.

For complex chips like a CPU it takes multiple revisions before you have a sufficiently debugged chip. Each new set of masks costs hundreds of thousands of dollars, then you have to fabricate the wafers and do the packaging and testing. You could easily spend a million dollars per revision.

The cost of creating a XEON class chip for a low volume machine and nothing else is a business decision, not a technical one. You also need to consider how often such a machine needs to be updated to remain competitive with whateber AMD/Intel produce. Producing a Mac Pro that is competitive n 2021, but keeping the same chip for 6 years means that chip stops being competitive after a couple of years. Producing a new XEON class variant of Axx every year to update the MacPro becomes quite expensive for the number of units you will be selling. Remember that Apple purposefully priced the 2019 Mac Pro to be outside the range of the original core market, leaving only rich Hollywood studios to buy it. It allows Apple to brag and brish up its high end image, (hence the $700 wheels and $1000 display stand), without having an actual large market for it that it forever needs to maintain. You also need to factor in Thunderbolt 4. at what point does an Imac Pro end up being identical to a MacPro because both have the same number of Thunderbolt 4 ports and all expansion is done via Thunderbolt4 ? The "Mac Pro" may be identical to iMac Pro in specs without the screen, and in a form factor reminiscent to the Cube. (aka: Mac Mini with cooling). If all expansion is done via Thunderbolt4 , then is there a point in a Mac Pro enclosure? Going the "mini" route also avoids having to build an Axx varian with support for physical PCIe.

In fact you don't even have to do it yourself, the company that makes the CPU will do almost all the work for you, including bring-up and debug. Hollywood Studios (both big and small) ere the biggest customer simply because if they wanted to use Final Cut Pro they needed a Mac Pro. But the Mac Pro has also been used, running Windows, for companies doing things like Solidworks, chip design, and PC board layout. In many cases it replaced machines from Sun and SIlicon Graphics.
