Some wireless modem / routers have the ability to plug in a USB drive
or printer which can then be used wirelessly. Reports of such a
wireless drive system working with Time Machine are conflicting, but
you could always use other automated syncing software to make the
backup / back up / back-up. :-)

I actually tried that for my wife's Macbook Pro. I don't recall the
details, but it didn't work well and I abandoned it for a directly
connected drive.

Not much time at all. As much time as connecting a display, or
mouse/keyboard.

The user has to get up, carry the laptop to wherever the drive is,
plug it in, tell Time Machine to back up now, and either not use the
computer or use it in a less desireable location until the backup is
complete. In Mavericks the Time Machine icon on the menu bar does
not rotate when a backup is in progress so, if she wants to know
when the backup completes, she has to keep the Finder open. And if
the OP's sister is anything like my wife she doesn't know what the
Finder is.

A little pricey but Newegg is listing a PNY 256gb USB 3 stick for $109
(there's a PNY $10 rebate as well). Still a slight pain sticking out of
a laptop that you're using but way better than an attached external
drive. I've been using one and it seems to work out alright. I really
should test the backup though.

The IRS sure wants you to believe that. It's SO convenient!!!

The IRS's version is ...
"There are only two kinds of people in the world:
Those who have paid tax and those who will."

If only that were true, since the implication is that those two kinds
are exclusive.
