I've got a couple of new dds and want to rearrange things. Will I be able to use Disk Utility Restore to move the Time Machine backup from the partition of one drive to the partition of another drive, point Time Machine to the new copy and have a seamless backup?

Even a drag & drop of the Backups.backupdb folder with Finder will do the job. But yes, SuperDuper and Disk Utility's Restore will to the job too. -- K. Lang may your lum reek.
