You need to work on your marketing skills to concuct a scheme that will
at least let people dream about having won lots of money before the rude
awakening that they gave you their credit card number for you to spend

That's not the point. Once they send you that data, their credit card
number HAS BEEN COMPROMIZED. Not only would they be trusting you, but
they are trusting every person who has access to every server and
network the email passes through.

So not only are you offering to tell them that their credit card numbers
have been compromised, you can do it with near 100% certainty. :-)

That's an incredibly kind offer, and I would surely take you up on it,
but my bank/debit card company itself notifies me every few weeks that
my card has been compromised and sends me a new card.

It's been 10 years or more since the first time my credit card was
hijacked; I don't know how it happened. I discovered it by looking at
my account on-line and seeing a $17 purchase in the Netherlands and a
$7 purchase in the Ukraine.

$17!? $7!? Sheesh! If I were stealing credit cards I would be buying
cars and yachts and the like, not Starsucks coffee! By the way, my cars
range from six to 20-years old and I own no watercraft of any kind.

The reason they do small amounts is that many people wouldn't notice 
those small purchases and you buy small items using numbers of different 
stolen numbers and return the items for refunds.

Not sure how that works. One doesn't get a cash refund in such a case,
but a credit to the card. And the thief generally doesn't have time to
take advantage of it because the useful life of a stolen credit card is
usually measured in minutes or hours--especially now, when there is no
way that my bank is going to authorize a transaction in Eastern Europe
out of the blue without contacting me first. I know this because I get
e-mails and phone calls from my bank from time to time questioning
out-of-pattern purchases that I have made.

Credit card thiefs try small amounts to prove the card is still valid.
This increases the value of the card when they sell the card to other
thieves.

They used to do that on payphones to validate the card. Credit card
companies got wise.

Credit card thieves are rately the ones who use the card to make the big
purchases.

Once they have validated the card and sold it, they may wait a few
months before a big purchase has been made.

if you lose the card sure but the number can be compromised without you
knowing it and you won't have any way to know that until a bogus charge
appears on your bill.

I bet cards disappear in about 10 years and biometrics take over.  Just 
needs to be done in a way where people's fingers and eyes aren't cut off 
by the thieves.

I am developing a "WPC", a whole person card, whereby the person him 
or herself *is* the card. The advantage is that you don't get cut up, 
the thieves have to look after you good. If you want to invest in my 
research, Alan, any contribution will be welcome, a small US$ amount, 
a head from a member of TBG on a platter, whatever you feel 
comfortable with I will accept.

Gotcha.  But as soon as I see a single charge that doesn't make sense I 
report it.  The CC co. can decide if it's suspicious.

When it happened to me it was within days (charge) of the trip.  The CC 
co. called about 2 weeks later.  I received the bill (with the charge) 
at the beginning of the next month.  Did the affidavit dance and cleared 
it up.

It doesn't work exactly that way. The card issuer relies on /you/ to
say whether the charge is genuine--after all, who else knows? They
can't go by location--I order stuff from (Western) Europe quite often.
If you tell the issuer that the charge is fraudulent they will cancel
the card and send you a new one. I've had new debit cards delivered
with from four hours to 48 hours.

It's easy to make a valid purchase and then have it appear under an
unexpected name. If I make an out-of-the-ordinary purchase on-line I
record the date, time, and amount. It would be embarrassing to deny a
legitimate charge through an error. Then, too, one sometimes receives
an e-mail from the vendor saying that your purchase from me, John Doe,
will show on your CC statement as Billy Bob (because Billy Bob, Inc.,
processes CC transactions for John Doe).

 I've had my CC company put holds on the card twice for suspicious 
purchases that were fraudulent. The only two times this has happened to 
me, the CC caught and caught it quickly. Now, if I could just get them 
actually e-mail or text BEFORE dropping the hammer, it would be nice.
