My current Airport Extreme died recently (since it is a first
generation, I would have to say I got my money out of it). I have a
netname.baseconfig file that I saved to my computer. When I get the new
one, can I use that through Airport Utility to program the new Extreme
or do I need to start over?

You can use it; that's what I did when I replaced my Airport Extreme.
