As long as the emulator itself is programmed to run as 64-bit, what runs on it is irrelevant to MacOS 10.14 and later. The software running on the emulator only needs to satisfy the requirements of that emulated system. It's rally a case of whether or not the developer bothers to change their emulator to 64-bit (which almost certainly will apply to Parallels and VMWare, but maybe not some old Gameboy emulator). There are tons of emulators that happily let you run not-32-bit old Mac, Commodore 64, Apple II, Gameboy, etc. programs on a brand new 32-bit Mac. Of course, Apple has not actually said MacOS 10.14 won't run 32-bit apps, simply that they won't run "as efficiently" (or words to that effect).
