Even sillier and more pig ignorant than you usually manage. 

Not one of mine ever has been, including the one phone 
that I didn't pay cash for outright, a Nokia 5110. 

And locked phones showed up later, essentially 
so that those who bought a locked phone for a
lower price than the same phone unlocked would
not be able to change to another carrier other 
than the carrier the phone was locked to.

They are when they are cheaper locked than not locked.

And I owned the Nokia 5110 outright even tho I was
