When you view the Info window for the package file, does the Open With menu contain an item called "Installer", or just "Text Edit" and "terminal"? Just in case, check to make sure you actually have the Installer application on your system. I'm running 10.9 and it's located here in my file system: /System/Library/CoreServices/Installer.app If it's not there (assuming you are running 10.9 as well), your system is missing critical components, and you should probably consider re-installing the OS and then restoring your user data from backup. If you open the Info window for the package file again and look at the Open With section, does the pop-up menu have an item for "Installer"? If not, you should be able to choose "Other" and then navigate to the location of the Installer application to choose it, and then make it the default by clicking the "Change All" button below the menu. It's also possible that your Launch Services database is somehow corrupted. You can reset it easily with a simple command line (below). You can do this even if nothing is wrong with the database, as all it does it rebuild the database from scratch based on the applications that are currently installed on your system. Here's the command (all on one line): /System/Library/Frameworks/CoreServices.framework/Frameworks/LaunchServices.framework/Support/lsregister -kill -r -domain local -domain system -domain user -- E-mail sent to this address may be devoured by my ravenous SPAM filter.
