Both of those have been possible since web browsers were invented, long
before Mac OS X.  :-)

In some versions of Mac OS X you can clip-out part of a web page and
save it locally as a separate web applet / widget. I've never tried it
though and it will no doubt have problems with some complex web pages.

Some web browsers have the function to save pages as a "web archive" or
similar, which basically saves the page's HTML, images, Flash applets,
etc. to your own computer, but may have have problems with pages that
access external parts.

There's also various third-party apps that can (or at least try) to
save a web page in various other formats, including Microsoft Word.

Or there are apps that can take a web address and download the content
and and associated links to as many hops as you set.
