I am running HC 2.1 in Classic on a G3 in OS 10.4.11 and need to modify one of my scripts.  What Mac OS will allow me to do that?

Yes.  Pretty much all the functionality of HyperCard should be available.

I can run HC but I can't edit scripts.  One of my system upgrades caused me to lose this ability.

You might give Supercard a try. I brought most of my old projects into
Supercard and this allowed to run the old things even in Mountain Lion.
I still have access to my old databases from 1994 up to 2002 when I
finally changed to OS X.

I am using the highest level.  I don't see my post where i indicated my error in that my PowerPC is actually a G5.  

I remember that it was a common complaint that on one of the upgrades, editing or creating scripts was no longer possible, so I would like to reinstall an earlier version of OSX that I do that.

HyperCard stacks should not be opened from the startup disk, because you 
can't edit those stacks. You need a version no later than OSX 10.4.11 
(Tiger). Create a separate partition or a writable disk (sparse) image 
or use a USB stick to store your stacks on.
