I can't answer your question, but perhaps there's a clue in where the
DCHP configuration parameters live (or, lived, when I last looked) -
/S/L/SystemConfigurion/IPConfiguation.bundle/Contents/Resources/IPConfiguration.xml
This is obviously not a plist. Heh.
