The battery suddenly stopped charging , if i disconnect the wire from
the outlet the laptop turns off , even if i connected it it wont charge
, it will only turn on
2 days ago i saw that the battery light on the laptop that is supposed
to glow blue , it glowed red and started turning on and off , i opened
the laptop and turned it on , it turned on but the fans didnt spin , i
didnt wait for the pc to burn up so i turned it off , disconnected the
battery and tried again , it worked normally , but still i cant charge
it , whats going on !?

Typical symptom of a battery that went bad. Although if the power supply 
can't produce enough power anymore, it will act up the same in some 
cases. If it isn't either one, then it is the motherboard.

if i put the battery back the fan doesnt spin at ALL ! and im sure thats
not a good for the laptop

What is the make and model of this laptop? I am asking mainly because 
viewing the temperatures of both the CPU(s) and GPU(s) [if you have 
GPU(s)] would be really helpful right now. Also what OS and version is 
it running?

That doesn't sound good, but depending on a number of things might be 
normal. There are power settings that can change clock speeds of the CPU 
and GPU automatically. And lower power modes lower or under clock them. 
And when they are running under clocked, they can run cool enough that 
the fan never kicks in. And that could explain what is happening. That 
is why using utilities to monitor the temperatures (and clock speeds) 
would tell you if it is or isn't.
