You're complex requirements make it unlikely you'll find it.
"Any" is a VERY big word.
You need a plethora of connector types on both input and output.
Fixing both the outputs and inputs makes it tough.
It's hard to build a battery that has same or higher output than input
voltages without some otherwise unnecessary hardware.

With specs this tight, it's hard to imagine enough sales
volume to spur a development project.

Not anything like you ask for, but much more likely to be found.

It's not pretty, but a $1 garage sale laptop with a busted screen
comes closest to your requirements.
