i think i figured it out 
no it has nothing to do with temps , the artifacts show up even when the
temps are cool
i fixed the problem by installing a 2008 intel r driver
the newer versions are causing the screen to flicker 
btw when it flickers and i put my hand on the laptop keyboard with heavy
force the flickering goes away , when i release it , it comes back
but now i fixed it all
