You can buy a used Compaq RILOE II on ebay. But only if there is the
outside cabling included, which connects to VGA, Keyboard and Mouse port
on your motherboard. Then, you can give it a try. Most of this cards are
sold for less money.

But, eventually you may need an ILO-Licence for some features. They will
cost more than a used ILO-Card. AFAIR Remote Console was a basic
feature, Remote Install Media not.

So far the machine reacts on CTRL-ALT-DEL you do not need the inside
cables for reset and power.

On Boards dedicated for Server-use, yes. But your machine, like almost
all desktop-machines is not intended to use as a server.

Some RiLOE Cards may do so, with an 20pin header and cable in a special
slot like my Proliant DL380G2 has in the Cardcage.

But i belive your machine has no IPMI, no internal KVM-Connector or
similar. Then, you only can do it with the Outside cabling, from
Mobo-Ports to the Cards Slot-Bracket Port. The cable looks like an
octopus, in german called "Kabelpeitsche".
