You have to use the Language Card soft switches to write-protect or
write-enable the RAM of the Language Card.

Access $C08B twice to write enable RAM in the first 4K bank.
Access $C083 twice to write enable RAM in the second 4K bank.

See Appendix D of the Apple II Language Card Manual for a summary of all the
soft switches. There are more.
