Can anyone tell me where the <Boot$ToBeLoaded> directory points to on
a multi-user RISC OS Select system?
Does it vary for each user?
If it does how would I find the location to install something in the
PreDesk directory for all users?

Try Boot$Default$ToBeLoaded - its contents apply to all users.
