Last I checked, GPG does not allow this. You give it a passphrase and it
generates the key from that.

Seems so.

It's open source so you can modify it yourself. Or you can find another
tool. But you might have more luck asking in the appropriate place.

comp.security.pgp.discuss would be a far better place to get answers.
