You cant think about this not as entropy (dealing with entropy in information theory can be hard http://www.statslab.cam.ac.uk/biid2013/slides/EntropyZoo.pdf ;-)) but how many resources I have to invest to decode your cipher. Your program generate two primes p,q someone (A) can use to cryptography. Lets say the seed have 128bits. This is 3.4*10^38 different combination. A lot. If the seed is generated based only on time, and I (B) know that A send his message yeasterday, 10:30 pm I can assume he generated the code between 8 pm and 10:30pm. Seed is based on time in seconds? Miliseconds? microseconds? 2.5 hourr times 3600 seconds in hours times 10^6 us in seconds is 9 000 000 000 us. Only 9 bilions of different seeds, 9 billions of different p,q from your program. I just need your program and chende the seed to my function, witch generate all seed for this time interwal. I'm pretty sure the code of it is open source. So I can decode the message in no time. But your are lucky: https://docs.python.org/2/library/random.html#random.seed random.seed([x]) Initialize the basic random number generator. Optional argument x can be any hashable object. If x is omitted or None, current system time is used; current system time is also used to initialize the generator when the module is first imported. ***If randomness sources are provided by the operating system, they are used instead of the system time (see the os.urandom() function for details on availability).*** bartekltg

Even if significant progress in quantum computing does occur, a number of public key algorithms, for example the lattice-based schemes, are known not to be vulnerable to quantum computing (or at least not any more than to conventional computing). As for private key algorithms, most of those will not be hit worse than halving their effective key length by quantum algorithms, so AES-256 should be fine (although it would be no stronger than AES-128 is now). IOW, should quantum computing actually become practical, cryptographic implementations will need some updates, but it will hardly be the end of the world. Especially since we'll likely have considerable advance notice as quantum machines start to grow large enough to be meaningful.
