I suspect there is little activity in part because of the junk. Someone
looking at the group might think it's dead. You can't ban anyone from a
public Usenet group and their provider won't do anything so the best
plan of to filter them out.

And then there has to be some other content. Making interesting posts
is the best way to revive a group, but I can't come up with anything!

Here's a question. I hope an answer or two might be interesting.

Why, if at all, should I learn miniKanren? I know nothing about it
apart from that it exists.

You are not giving us much to go on. There are a great many languages I
know /almost/ nothing about, but off-hand I can't think of any where the
only thing I know is the name!

Well now, Mr Brown...

I don't now remember how I came upon MiniKanren but one of the first
things I read about it was the wikipedia article

https://en.wikipedia.org/wiki/MiniKanren

which, early on, has a link (supposedly) to something called relational
programming. But of you click on that link you'll find that it
redirects to the article on logic programming. I know, more or less,
what logic programming is, but I am left in the dark about relational
programming.

Without looking anything up (including that link), because guessing is
more fun, I think perhaps Prolog would be "relational programming". I
haven't looked at Prolog for over 30 years, and that experience was
limited to a couple of afternoons messing around with it as a teenager,
so I could be wrong.

In an unmoderated group such as this one, you must be your own
moderator, by for example using a killfile.

Possible discussion topic: a regular expression to catch as many idiots
as possible while minimising false positives.

I'm afraid it's up to you and your killfile.
