Knowing what our requirements are, and a fair bit of research, a DVCS 
just does not seem like a good match for us. We shall see - things might
change.

Re: NXTware Remote is a multi-platform (Windows, Linux, MAC) eclipse
based GUI editor for OpenVMS code that integrates with SVN, CMS  (not 
sure what others).

Available  gui language Eclipse plug-in editors include COB, Java, FOR 
(77, 90, 95, 2003, 2008), BAS, PAS, C/C++, Lua, Erlang, Python, JavaScript, 
Perl, Ada)

Integrates with DECset products as well (MMS, CMS LSE etc)

Have you tried VSI's vgit? The features it has do seem to work, but I
found it difficult to do without features of the full git that I'm used
to. For example, without "git show" and "git log" I felt rather blind.

Nope.  Haven't.    I usually use git tools on another platform with a 
file share, or regress to VCS-era hackery and copy the files around 
manually or other such ugliness.   Or use Hg.  Different projects use 
different approaches, depending on who's running the particular project.

Even if users do use the CLI, it still works as is, doesn't need some of the 
"wish list".  So it's not an either / or thing.

I'm going to suggest that most VMS users run applications, not DCL ....

emulate the bash tab completion model which is the most elegant way

on by the caller (ie: the shell/CLI) as required):

Make the Tab an input termination character and pass back to the caller
the fact that Tab was pressed _and_ the position in the input line it
was pressed at. This position is basically a one-dimensional cursor.

The shell/CLI calls a lib$expand_filenames with the line and cursor
position within the line. It fills in whatever unique characters it
can, modifies the cursor position in the line as required and passes
back to the caller a list of matching filenames so the caller can
display them to the user.

The shell/CLI then issues a new read to VMS with the modified line and
cursor position within the line and the user then carries on typing.

For this to work properly, the VMS terminal driver needs the ability
to edit across lines, including the ability to move back up a line on
the screen so that when there's only one matching filename the visual
effect is that the full filename is inserted and any text to the right
of the line cursor is scrolled to the right, including across any line
boundaries as required.

Don't forget that you may type in a command line (or recall it) and
then go and change a filename within the middle of the command line.
The above scheme handles that and gives you terminal driver editing
_and_ filename completion.

What kind of console is/was that? LA120? Why would one *not* use
a console through a terminal emulator of some kind *today*?

In PuTTY it is just a double-click + right-click and the UUID is
copied into the command line. Same with filenames, it is very easy
to point to a filename and get it into the command line.

Where would one use filename completion?  I'd contend only when a command is
entered interactively.  Put it in the CLI!  DCL maintains commands that have
been entered, so editing of commands can/should be handled there too.  These
arguments that such features can or could never appear in VMS because of the
terminal driver are bullshit.

The fact that it already have existed in VMS should be proof enough that 
it can be done (has everyone forgotten DCLCOMPLETE?)

Once again people pointing out non-existant weaknesses in Unix.  I
