I've only resized a partition once.  That was a long time ago.  I resized
it to a *smaller* size.  AFAIK, the partition manager didn't relocate files
that were in the space for the new partition.  Fortunately, Windows 98/SE's
defrag command re-allocates from higher to lower tracks.  Unfortunately,
for DOS, you'd probably need some special tool to ensure files are  
allocated
on lower tracks.  If you're resizing to a larger size, then simply  
rewriting
larger partition size in the correct partition record of the master boot
sector should work.  You could use fdisk or cfdisk in Linux to do that
(booted from another device, of course).
