Steve N already confirmed the fact that most programmers don't set this
header value.  That's one person you should've known about already,
if you weren't being so willfully blind.  I can also point to the vast
majority of the MS-DOS excutables sitting on my machine, from Microsoft's
own MS-DOS commands, to countless games and utlities.  Countless EXEs all
configured to allocate the maximum amount of memory at startup.  That adds
up to far more than five MS-DOS programmers, all more experienced and
knowledgable than you, that choose to never set this header value.

All you have to support your claim that this is bad practice is the
unsupported assertions of one lone novice programmer: yourself.
