You've already tried "DOS=UMB"?

What make of DOS and which version?

Have you tried an alternate XMS and/or EMS manager?  E.g., Japheth's JEMM or
HIMEMX?  Jack Ellis' XMGR?  Uwe Sieber's UMBPCI?
