On some operating systems it isn't preinstalled.

There's also a whois implementation in GNU Inetutils, although it
doesn't seem to get packaged for some distros (inc. Debian).

I don't think it was installed by default on openSUSE either, but it is 
written down in my installation cheat sheet :-)

Not exactly.

ifconfig is in a package named 
"net-tools-deprecated-2.0+git20170221.479bb4a-3.11.x86_64", a name 
designed to make it clear that you should not install it and why.

whois is simply not installed by default, but it is in one of the 
optional patterns, possibly network or admin tools.

I use it often to report spammer's website
