I would prefer a properly indexed global system that can find me
keywords and things across the system, and each document properly
indexed and with proper tables of contents, all linked and browsable as
a modern computer in the XXI can do, not the equivalent of printed paper.
Heck, Borland in the 90's had an IDE with integrated help that could
find the proper help paragraph by clicking on a keyword in your text.
Seems too difficult to replicate. Not even Lazarus has it.

Not even Lazarus has it. I happen to have a html document open in VS Code at the moment. If the mouse hovers over 'charset' it pops up a dialog: "This attribute declares the page's character encoding. It must contain a standard IANA MIME name for character encodings. Although the standard doesn't request a specific encoding, it suggests: Authors are encouraged to use UTF-8. Authors should not use ASCII-incompatible encodings to avoid security risk: browsers not supporting them may interpret harmful content as HTML. This happens with the JIS_C6226-1983, JIS_X0212-1990, HZ-GB-2312, JOHAB, the ISO-2022 family and the EBCDIC family. Note: ASCII-incompatible encodings are those that don't map the 8-bit code points 0x20 to 0x7E to the 0x0020 to 0x007E Unicode code points) Authors must not use CESU-8, UTF-7, BOCU-1 and/or SCSU as cross-site scripting attacks with these encodings have been demonstrated. Authors should not use UTF-32 because not all HTML5 encoding algorithms can distinguish it from UTF-16." html itself is shorter "The html element represents the root of an HTML document. Widely available across major browsers (Baseline since 2015) MDN Reference" 'MDN Reference' is a link that will open https://developer.mozilla.org/en-US/docs/Web/HTML/Reference/Elements/html in the browser. For C code, hovering over 'strcmp' pops "int strcmp(const char *__s1, const char *__s2) Compare S1 and S2." That isn't as detailed but it can be helpful. After all these years I sometimes forget which end of the parameter list the FILE* or fd goes on for fopen() versus open(). I suppose in the mists of time there was some reason why they are inconsistent.

It is what we have, but large man pages I find too difficult.

I also use Lazarus, simple things nowdays. But if have the itch to

Programming api, functions/vars/procedures provided by Borland, language

That’s what texinfo was supposed to be, and the output does have tables of contents, cross-links, etc; but it has failed to displace man, probably for multiple reasons but I expect partly due to the poor quality of the tools. (For example, cross-document links don’t work reliably: they are broken in the Emacs info viewer and /bin/info in Debian stable, although they do work better in the HTML renditions on gnu.org.) In practice the answer to global integration was the web, which generally does a much better job of it than locally stored documentation. -- https://www.greenend.org.uk/rjk/

A question is how much of that is already possible using the current
format.
And another question is whether the current format, which could easily
be printed besides being installed as an online manual, does make for
better documentation to read than something focused on having more
internal references.

Printed documentation did have indexes and tables of content, with page
numbers, so that you could find where something was in the paper.
As to printing man pages, well.. I can't store that much paper any more.

Well, Info in Emacs isn't too bad.
Have a look at the Symbolics Lisp Machine Documentation System
Concordia. That was pretty good.

Most man pages are not supposed to be that large. Of course, there
are some exceptions (like bash). For those I think you’ll find the
man page was generated from some other, more navigable form anyway.
For example, if you look at Perl, you will see its documentation is
broken up across a whole series of man pages -- over 200 of them.
(Is that going too far in the other direction, do you think ... ?)
Tip: if you prefer another form, like PDF, it’s quite easy to generate
that from any man page. I used to use a somewhat convoluted command
for this, but it turns the usual Linux “man” command has an option to
directly choose the output format, e.g. view a man page directly in
typeset form without saving it to a file:
man -Tpdf 7 unix | okular - &
(Substitute your choice of favourite PDF reader.)
> Info pages are somewhat better.
I have tried info pages a few times, but always found them awkward to
navigate. I’ve never heard of anybody who liked them.

PDF is fine, but not if the source is a man page, because there are no
cross references that you can click or tap; ditto table of contents and
index.

Yes, that happens when the source is used to create several output
formats. Tpically both man and info, but there can be more.
But not when the pdf is generated using the man as source.

I have seen documentation PDFs that are just the output of man2pdf.
