No, but the fact remains that requiring physical access
is more difficult versus just sitting half a world away 
and attacking via the internet.

Not more difficult: Just different.

If a national security agency is involved its probably far easier to 
bribe someone to stick a usb stick in a PC and run some code than it is 
to break a firewall and encryption.

Most hacks are simply because sites have barely implemented the most 
basic security and script kiddies have stumbled their way in

Back in the '80s there was a momentary panic when it was discovered an 
employee in a nuclear plant was involved in a far right organization. In 
that case the reality was the employee was putting in his eight hours like 
everyone else and his extracurricular activities didn't involve the 
plant. 

The Bruder Schweigen, aka The Order, raised various sorts of hell in the 
'80s but cyber attacks were well above their pay grade. I'm not 
discounting the possibility. In fact given the nutters wandering around 
it's surprising there isn't more mayhem.
