That is usally done by the operating system next time you boot, which 
also means if you have more than one OS installed you get the 1 hour 
correction applied every time you boot into an OS for the first time 
after the change-over.

ntp alleviates the situation a bit, but it is a clumsy workaround for an 
issue that can be avoided by doing the intelligent thing - running your 
hardware clock in UTC.

But ntp is not a clumsy workaround for anything.  It is
an elegant way to assure an accurate clock.  If it does
that to 1/100 of a second every day, or to the  hour on
two days of the year, is immaterial.  It does it.

An accurate UTC clock.  NTP knows nothing about local time.

Right, because it serves only to keep time while the machine is off.  So
what is the point in setting it to local time and forcing the OS to
apply arcane local rules to figure out what UTC is so that it can set
the system clock on startup?  Much simpler just to write out UTC at
shutdown and read it back at startup.

I didn't say ntp is clumsy IN ITSELF.

However, using ntp to correct the fact that multiple operating systems 
on your machine mess up your hardware clock because each one feels the 
need to correct your local time not knowing about the others, IS clumsy.

And the clumsy workaround fails, when there is no network access.

Use UTC instead.
