So what is the point in setting it to local time and forcing the OS to apply arcane local rules to figure out what UTC is so that it can set the system clock on startup? However, using ntp to correct the fact that multiple operating systems on your machine mess up your hardware clock because each one feels the need to correct your local time not knowing about the others, IS clumsy. And the clumsy workaround fails, when there is no network access. Use UTC instead.
