Bingo!!!  For some odd reason I don't understand, adding chapter
markers to a DVD VOB appears to make fast search forward and
backward work.  If chapter markers are what dvdauthor wants,
that's what it will get.

I'd love to be able to help with the (S)VCD issues, but that's
well over my present capabilities.
