When I google for the exact phrase above, I get this as the top hit in
the hit page:

Which provides step by step directions for how to upgrade, without
reformatting, an ext2 partition to ext4.

It is important, however, that you follow the directions given.  The
"livecd" part is critical.  A netinstall cd likely does not contain all
of the necessary tools to make the upgrade happen.
