The Debian Free Software Guidelines define Free Software for Debian. They exclude documents licensed under the FSF's GFDL. The FSF disapproves of "non-free". Well, that's their opinion. The FSF and Debian are two distinct, independent organizations. They share many values but have many differences. Neither is the creature of the other. Neither has any control over the other.
