According to your lsusb output, the device is being seen
at the hardware level but there is some problem on the USB
bus.

Which version of the kernel are you using?

I recall that there was one kernel version which had a problem of
the USB being continually reset when plugging in (more than one?)
high speed devices.

But a web search on the message "reset full speed USB device number"
leads to the Gentoo Forum with a possible solution to your problem
in posts from DaggyStyle and mark_alec.
