Linux runs very well on the i-series CPUs. I'd probably get a decent amount 
of RAM and do a native Linux install, add VirtualBox or other virtual 
machine set-up and then install and run Windows as a virtual machine. That's 
how I run it here and it seems satisfactory. Of course, being a Dell, it'll 
probably come with some difficult-to-modify default Windows install. 

Note that I do allow mine to occasionally talk to the internet so I can't 
help with that question.
