It's a political move, that's actually part of why I think that France 
as a whole might move in the direction of open-source. They'll probably 
be among the first to say no to American software companies, and I truly 
can't blame them. The fact that so much surveillance is integrated into 
what both Microsoft and Google produce should be enough for them to 
blacklist the companies as a security move. In fact, when I went to the 
Azores during the summer, I couldn't help but notice that American cars 
are a rarity there. You'll find luxury German cars, obviously, but the 
most common cars which weren't at least two decades old were built in 
China. Similarly, companies like Xiaomi which don't put a dent at all in 
technology sales in North America are very common there. It sounds to me 
like Europe has already decided which superpower they prefer and it's 
not the United States.

At work, I always used the web interface to Outlook, except when I
had to read encrypted documents or sign them. The Outlook app was,
to me, extremely slow, clumsy, rococo, and bug-prone.

The Outlook desktop application has always been and will always be 
unbelievably slow. Even with the best processor on the market, it will 
manage to run sluggishly. The new version of it is a lot faster, but I 
imagine that it has lost a lot of functionality (that I never use).

50 sovereign states in Europe
Many hundreds of large administrative municipalities (ie Germany alone 
has 16 states)
Thousands of cities.

And a rounding error number of attempted switches to FOSS by govt is a 
"trend", eh?

You gotta love a lying Linux advocate.

You know about the Munich fiasco, right?  And Lower Saxony was another 
huge Linux/LibreOffice failure in Germany.

France supposedly has a lot (500K) of LibreOffice govt installs - turns 
out that's less than 10% of the French govt workforce.

Germany and Denmark and France want 'digital sovereignty' from MS and 
American tech companies; I don't blame them one bit.  But it will take 
better quality software than LibreOffice and other FOSS (cr)apps to help 
that happen.
