Well, you can also use someone else's public key to create messages only
that person can open... but that defeats the purpose. Even if you create a
message multiple people can open it defeats the purpose of an open forum.

Really what they are trying to do is figure out how to create a private
group... which is not that hard. :)

will need to show us that he can read our _encrypted_ messages before
we take that claim seriously. As it is, not all of our messages are
encrypted so he only gets the _impression_ that it's all accessible.

Easy, you won't be able to if you are not selected as a target when it's encrypted. The question I have is: Can someone be added retroactively to a message or does the encryption contain the target data, too?

Did you upload your public key to a key server? 

And I tried to import this and could not. And without a keyserver I
could not just recv the key with the ID. 

Try submitting your key to a key server then give the ID and/or retry
posting the public key with nothing else.
