But if he believes that, it's probably because of the issue I noted above: the installer often gives the first account sudo permission, so you would think it's normal (if you never had to go thru the process of using root to assign users to groups).

Usually there is some RPM or DEB package which is installed by the package manager. Which will run with root permissions. *If* there is really an "install script" which is runable without root permissions, it needs to install into the homedir of that user. Then again that user can't harm the system, as the installed program can only run with the users permissions. I don't like as a user to install a large program that I know is going to create a lot of directories in user land. Best be as root and install it where all other apps are at, like gcc, etc.

Well, Windows 10 at least needs a form of encryption which isn't compromised by the start. Bitlocker is essentially sold out to the NSA from the get-go so you'll need to use third-party utilities. Also, the fact that it is possible to hack into a user's account when they are at a locked screen within 20 seconds is very troubling. You wouldn't hack into any of my desktop systems even if I gave you the username and password, they all use 2FA. Trivial to set up.
