This doesn't necessarily mean they are 'mentally ill', it does suggest that they were not fit, mentally, *at the time* of their action. Being that no one has ever, or are they likely to be able to, study someone mentally *at the time* of the act, I don't buy all the egghead 'opinions' out there. If someone is doing this stuff they are, to me, *obviously* having *some* mental issue *at the time* they're doing it. I'm sure you'll now argue against it but there really is such a thing as temporary insanity. I think you're the one doing the "mixing" here... and it's probably not limited to your post ;)
