The apps and utilities MS bundles has to be different. Grandma wants to see the DHCP Server Admin screen as much as a sys-admin wants to run Windows Media Player. Here Windows is just the kernel and the two are basically the same OS with one tweaked for server and the other tweaked for desktops. They change small stuff like default cache sizes, task scheduler, etc. but the OS itself is basically the same. Great business model for MS since server costs way more for basically the same product.
