The features you're talking about are features of an application, not of 
the OS.  So Mac OS X does not have them, and Linux does not lack them.

Actually, it's not an app. There is no separate application called
"Finder", it's part of Cocoa. That's why you can't restart Finder without
restarting whole GUI system.

You know that it is under CoreServices.
Have you ever bothered to look at it? It is a standard application which is 
started as a daemon. It could be replaced by another app just as well. Not a 
intrinsic "part of Cocoa" as you claim
