There was an interesting statement on that page "London borough drops 
Windows, goes with Chromebooks, saves around £400,000"

If you research it you'll find:

"He explained that the Chromebook is used like a thin client which 
connects into the Citrix environment so that it looks like Windows"

You'll also discover that

"But when the council exited the Microsoft agreement it managed to get 
between 600 and 1,000 desktops with the Windows 7 operating system 
installed and covered under perpetual licences.

The reason the council needed machines with Windows installed was 
because some apps can't be delivered through the Citrix environment.

"As we are a council, we have some obscure apps that would need a lot of 
work to run through Citrix," said Hay-Campbell.

Another reason was because some employees needed help with accessibility 
through the use of screen readers and specialist peripherals."

So not quite the extinction of Windows that the COLA would like and 
particularly interesting that Windows is the best platform for users 
needing accessibility options.

Regardless of whether you will read this or not, I'm curious how you 
feel about Google's decision not to allow the latest Android version 7.0 
to run on 2013 Nexus devices. This strikes me as an Apple-like move 
which is fairly bizarre considering the mobile OS runs on Linux. Either 
way, I don't support the move myself; it's up to the user to decide 
whether he or she is willing to accept poor performance and missing 
features to run the latest operating system, not the company.

Someone good with scripting and various diff tools could give us a true 
percentage estimate of how much early code still remains.
