What I hope that Snit understands is that if someone paid $20 to request
his criminal information, the IP address used to make such a request is
recorded and can be used against the person who purchased it in case it
is later determined that the information has been used to harass...

Carroll uses Tor accounts, but whomever it was likely had to pay with Credit
Card or PayPal or the like.

Absolutely. I would be very surprised if the government accepted
Bitcoin. I'm pretty sure that you can request to find out who made a
request for your data and we can determine whether Steve Petruzzellis
did it. It will simultaneously demonstrate that he is the Rhino Plastee

   "Government data" has been in the hands of data aggregators for 
decades now. It is likely that the question of whether or not to
accept Bitcoin is in the hands of some digital middle man and that
the government really has nothing to do with it.
